Une initiative qualifi\u00e9e d&rsquo;unilat\u00e9rale\u00a0\u00bb par l&rsquo;ex\u00e9cutif togolais, qui d\u00e9plore un passage en force malgr\u00e9 des ann\u00e9es de n\u00e9gociations bilat\u00e9rales.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Depuis 2018, le Togo et le Ghana sont engag\u00e9s dans des n\u00e9gociations bilat\u00e9rales plac\u00e9es sous le signe du dialogue et de la coop\u00e9ration. Ces \u00e9changes ont permis des avanc\u00e9es techniques notables, notamment l\u2019doption d&rsquo;une carte marine commune et la d\u00e9finition consensuelle de points de r\u00e9f\u00e9rence pour la d\u00e9limitation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ces discussions faisaient suite \u00e0 une s\u00e9rie d&rsquo;incidents maritimes survenus entre 2016 et 2018, marqu\u00e9s par des violations r\u00e9p\u00e9t\u00e9es de l&rsquo;espace maritime revendiqu\u00e9 par le Togo. \u00c0 l&rsquo;\u00e9poque, des unit\u00e9s navales et des navires de recherche mandat\u00e9s par le Ghana avaient \u00e9t\u00e9 accus\u00e9s de p\u00e9n\u00e9trer dans les eaux togolaises.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Alors que les discussions se poursuivaient dans un cadre bilat\u00e9ral, le 20 f\u00e9vrier 2026, Lom\u00e9 re\u00e7oit une information de taille : le Ghana notifie officiellement sa d\u00e9cision de recourir \u00e0 une proc\u00e9dure d&rsquo;arbitrage international pour trancher le diff\u00e9rend, conform\u00e9ment \u00e0 la Convention des Nations Unies sur le droit de la mer de 1982.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>La r\u00e9action de Lom\u00e9 : \u00ab\u00a0une d\u00e9cision unilat\u00e9rale\u00a0\u00bb<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dans son communiqu\u00e9 publi\u00e9 \u00e0 l&rsquo;issue du Conseil des ministres, l&rsquo;ex\u00e9cutif togolais ne m\u00e2che pas ses mots:\u00a0\u00bbCette initiative intervient en d\u00e9pit de la d\u00e9claration du Togo, formul\u00e9e le 12 avril 2019, dans laquelle notre pays exprimait sa pr\u00e9f\u00e9rence pour un r\u00e8glement juridictionnel, en cas de diff\u00e9rend, devant le Tribunal international du droit de la mer ou la Cour internationale de justice\u00a0\u00bb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le gouvernement d\u00e9plore ainsi que le Ghana ait choisi la voie solitaire, sans attendre un accord commun sur la proc\u00e9dure \u00e0 suivre.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>La position du Togo r\u00e9affirm\u00e9e: dialogue d&rsquo;abord, droit ensuite<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Face \u00e0 cette situation, le gouvernement togolais a tenu \u00e0 r\u00e9affirmer ses principes: attachement au dialogue et au r\u00e8glement pacifique des diff\u00e9rends, respect du bon voisinage et de la coop\u00e9ration fraternelle entre \u00c9tats, volont\u00e9 de d\u00e9fendre, \u00ab\u00a0par tous les moyens l\u00e9gaux\u00a0\u00bb, les droits et int\u00e9r\u00eats l\u00e9gitimes du Togo\u00a0\u00bb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le gouvernement se r\u00e9serve le droit de d\u00e9fendre, par tous les moyens l\u00e9gaux, les droits et int\u00e9r\u00eats l\u00e9gitimes du Togo dans le cadre du r\u00e8glement d\u00e9finitif de ce diff\u00e9rend\u00a0\u00bb, pr\u00e9cise le communiqu\u00e9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Quelles suites pour ce contentieux ?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La balle est d\u00e9sormais dans le camp des juristes et des diplomates.
