Au Togo, la Premi\u00e8re Chambre du Parlement a cl\u00f4tur\u00e9, ce lundi 29 d\u00e9cembre 2025, le processus budg\u00e9taire en adoptant \u00e0 la majorit\u00e9 absolue deux textes financiers majeurs pour le pays.<\/p>\n\n\n\n

Une adoption d\u00e9finitive en s\u00e9ance pl\u00e9ni\u00e8re<\/strong><\/p>\n\n\n\n

Lors de la 6e s\u00e9ance pl\u00e9ni\u00e8re de sa 2e session ordinaire, l\u2019Assembl\u00e9e nationale a proc\u00e9d\u00e9 au vote final. Cette \u00e9tape conclut une navette parlementaire ayant vu les deux projets de loi adopt\u00e9s successivement et dans les m\u00eames termes par l\u2019Assembl\u00e9e nationale et le S\u00e9nat, conform\u00e9ment \u00e0 la Constitution.<\/p>\n\n\n\n

Un cadre strict respect\u00e9, rappel\u00e9 par le Pr\u00e9sident de l’Assembl\u00e9e<\/strong><\/p>\n\n\n\n

Le Pr\u00e9sident de l\u2019Assembl\u00e9e nationale, S.E Komi S\u00e9lom Klassou, a soulign\u00e9 que les travaux se sont d\u00e9roul\u00e9s dans le strict respect du cadre juridique, notamment de la Constitution du 6 mai 2024, de la loi organique sur les finances et du r\u00e8glement int\u00e9rieur. L\u2019adoption d\u00e9finitive a \u00e9t\u00e9 possible sans nouvelle discussion, les deux chambres ayant trouv\u00e9 un accord identique sur les textes.<\/p>\n\n\n\n

En cl\u00f4ture, il a appel\u00e9 \u00e0 poursuivre les efforts pour la stabilit\u00e9 et la transparence financi\u00e8re, affirmant que cette adoption outille le gouvernement pour \u00ab continuer \u00e0 propulser le Togo vers un d\u00e9veloppement partag\u00e9 \u00bb.<\/p>\n\n\n\n

Avec l\u2019adoption d\u00e9finitive de ces deux lois, le Parlement ouvre en effet une nouvelle phase pour l\u2019\u00c9tat, plac\u00e9e sous le signe de la rigueur, de la responsabilit\u00e9 et de l’efficacit\u00e9 dans la gestion des finances publiques.<\/p>\n\n\n\n

Un acte de confiance en l’avenir, salu\u00e9 par le gouvernement<\/strong><\/p>\n\n\n\n

\u00c0 l\u2019issue du vote , le ministre des Finances et du Budget, Essow\u00e8 Georges Barcola, en pr\u00e8s de son coll\u00e8gue des relations avec le Parlement et les Institutions, Gilbert BAWARA, a salu\u00e9 la qualit\u00e9 des d\u00e9bats et le travail des deux chambres. Il a qualifi\u00e9 ce double vote d\u2019\u00ab acte de confiance collective \u00bb en l\u2019avenir du Togo.<\/p>\n\n\n\n

\u00ab Le vote de la loi de finances rectificative 2025 et le vote de la loi de finances initiale 2026 marque la fin d\u2019un marathon parlementaire qui aura dur\u00e9 43 jours. Les d\u00e9bats ont \u00e9t\u00e9 intenses ; nous vous avons \u00e9cout\u00e9s attentivement \u00bb, a d\u00e9clar\u00e9 le ministre. Il a rappel\u00e9 que \u00ab derri\u00e8re chaque montant inscrit, il y a des r\u00e9alisations concr\u00e8tes \u00bb (\u00e9coles, h\u00f4pitaux, routes, etc.) au service des populations.<\/p>\n\n\n\n

Les chiffres cl\u00e9s des budgets adopt\u00e9s<\/strong><\/p>\n\n\n\n

Pour la loi de finances 2026, le budget est \u00e9quilibr\u00e9 \u00e0 2 751 542 015 000 milliards de FCFA, enregistrant une progression de 14,8 % par rapport \u00e0 2025. S\u2019agissant de la loi de finances rectificative 2025, le projet est port\u00e9 \u00e0 2 436 milliards de FCFA en charges et en ressources, contre 2 396,6 milliards initialement, soit une augmentation de 39,4 milliards de FCFA.<\/p>\n\n\n\n
