\u00c0 la suite de la tragique fusillade survenue \u00e0 l’Universit\u00e9 Brown, la ministre am\u00e9ricaine de la S\u00e9curit\u00e9 int\u00e9rieure, Kristi Noem, a annonc\u00e9 ce vendredi 19 d\u00e9cembre 2025, la suspension imm\u00e9diate et totale du programme de visas diversit\u00e9, commun\u00e9ment appel\u00e9 \u00ab DV Lottery \u00bb ou \u00ab Green Card Lottery \u00bb.<\/p>\n\n\n\n

Cette d\u00e9cision radicale fait directement suite \u00e0 la r\u00e9v\u00e9lation des autorit\u00e9s selon laquelle le principal suspect, Claudio Manuel Neves Valente, \u00e9tait entr\u00e9 aux \u00c9tats-Unis en 2017 par le biais de ce tirage au sort, avant d’obtenir ult\u00e9rieurement une carte de r\u00e9sident permanent.<\/p>\n\n\n\n

Sur le r\u00e9seau social X, Kristi Noem a publi\u00e9 un message ferme, d\u00e9non\u00e7ant une \u00ab faille majeure \u00bb du syst\u00e8me migratoire. Elle y affirme que l’auteur pr\u00e9sum\u00e9 \u00ab n’aurait jamais d\u00fb \u00eatre admis sur le territoire am\u00e9ricain \u00bb et qualifie le programme vieux de plus de trois d\u00e9cennies de \u00ab d\u00e9sastreux \u00bb. Elle a en cons\u00e9quence ordonn\u00e9 aux services de l’immigration (USCIS) de geler le programme \u00ab afin d’\u00e9viter que d’autres Am\u00e9ricains ne deviennent victimes \u00bb.<\/p>\n\n\n\n

Instaur\u00e9 en 1990, le DV Lottery permettait chaque ann\u00e9e \u00e0 pr\u00e8s de 50 000 personnes originaires de pays \u00e0 faible taux d’immigration vers les \u00c9tats-Unis d’obtenir une chance de r\u00e9sidence l\u00e9gale. Malgr\u00e9 des crit\u00e8res d’\u00e9ligibilit\u00e9 stricts (niveau d’\u00e9tudes, exp\u00e9rience professionnelle) et une proc\u00e9dure incluant des v\u00e9rifications de s\u00e9curit\u00e9, le principe m\u00eame d’une immigration bas\u00e9e sur un tirage au sort a toujours \u00e9t\u00e9 l’objet de vifs d\u00e9bats.<\/p>\n\n\n\n

La suspension brutale de ce programme met ainsi un terme, au moins temporaire, aux espoirs de dizaines de millions de candidats dans le monde qui voyaient en ce tirage au sort annuel le s\u00e9same pour un avenir meilleur sur le sol am\u00e9ricain. Cette mesure soul\u00e8ve d’ores et d\u00e9j\u00e0 des questions sur l’avenir des politiques d’immigration diversifi\u00e9e aux \u00c9tats-Unis.<\/p>\n\n\n\n
