{"id":2592,"date":"2025-07-10T12:29:12","date_gmt":"2025-07-10T12:29:12","guid":{"rendered":"https:\/\/kooyanews.tg\/?p=2592"},"modified":"2025-07-10T12:29:16","modified_gmt":"2025-07-10T12:29:16","slug":"marche-financier-de-lumoa-linstruction-n66-crepmf-2021-au-coeur-dun-atelier-de-vulgarisation-a-lome","status":"publish","type":"post","link":"https:\/\/kooyanews.tg\/index.php\/ecofinance\/marche-financier-de-lumoa-linstruction-n66-crepmf-2021-au-coeur-dun-atelier-de-vulgarisation-a-lome\/","title":{"rendered":"March\u00e9 financier de l\u2019UMOA: l\u2019instruction n\u00b066\/CREPMF\/2021 au coeur d\u2019un atelier de vulgarisation \u00e0 Lom\u00e9"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">La rencontre organis\u00e9e par le Secr\u00e9tariat g\u00e9n\u00e9ral de l\u2019Autorite des March\u00e9s Financiers de l\u2019Union Mon\u00e9taire Ouest Africain (AMF-UMOA), avec le soutien du Joint Capital Markets Program (J-CAP), s\u2019est tenue mercredi dans la capitale togolaise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A l\u2019intention des potentiels investisseurs tels que les Caisses de Retraite, les Caisses de D\u00e9p\u00f4ts et de Consignations, les Organismes de Pr\u00e9voyance Sociale (OPS), les Banques et les Compagnies d\u2019assurance, l\u2019atelier a \u00e9t\u00e9 l\u2019occasion de leur pr\u00e9senter les opportunit\u00e9s offertes par la r\u00e9forme instaur\u00e9e par  l\u2019instruction n\u00b066\/CREPMP\/2021 relative aux Organismes de Placement Collectif et de leurs Soci\u00e9t\u00e9s de gestion sur le march\u00e9 financier regional, afin de rapprocher le cadre juridique et r\u00e9glementaire des meilleures pratiques en mati\u00e8re de gestion collective.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019instruction adopt\u00e9e, le 16 d\u00e9cembre 2021 par l\u2019AMF-UMOA, met en effet en place un cadre r\u00e9glementaire relatif aux Organismes de Placement Collectif \u00e0 Risques (OPCR) dont l\u2019objectif est de promouvoir \u201cla prise de participation\u201d dans les Petites et Moyennes entreprises (PME), et de favoriser le d\u00e9veloppement, pour pallier les difficult\u00e9s de financement dans le secteur bancaire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAu-del\u00e0 de votre r\u00f4le d\u2019investisseurs potentiels, ce cadre vous ouvre \u00e9galement la voie pour agir en tant promoteurs actifs de ces instruments. L\u2019appropriation effective par l\u2019ensemble des parties prenantes contribuerait assur\u00e9ment \u00e0 l\u2019essor d\u2019une industrie de la gestion collective robuste, capable de soutenir durablement le financement des \u00e9conomies de l\u2019Union\u201d, a indiqu\u00e9 dans cette veine,  M. Badanam Patoki, Pr\u00e9sident de l\u2019AMF-UMOA, lors de cet atelier de vulgarisation du cadre r\u00e9glementaire relatif \u00e0 la promotion et \u00e0 la gestion des OPCMV et des fonds d\u2019investissements alternatifs qui a mis en exergue les innovations introduites dans la gestion collective par l\u2019instruction susmentionn\u00e9. <\/p>\n\n\n\n<figure class=\"wp-block-gallery has-nested-images columns-default is-cropped wp-block-gallery-1 is-layout-flex wp-block-gallery-is-layout-flex\">\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"683\" data-id=\"2595\" src=\"https:\/\/kooyanews.tg\/wp-content\/uploads\/2025\/07\/1000004666-1024x683.jpg\" alt=\"\" class=\"wp-image-2595\" srcset=\"https:\/\/kooyanews.tg\/wp-content\/uploads\/2025\/07\/1000004666-1024x683.jpg 1024w, https:\/\/kooyanews.tg\/wp-content\/uploads\/2025\/07\/1000004666-300x200.jpg 300w, https:\/\/kooyanews.tg\/wp-content\/uploads\/2025\/07\/1000004666-768x512.jpg 768w, https:\/\/kooyanews.tg\/wp-content\/uploads\/2025\/07\/1000004666.jpg 1080w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n<\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Il s\u2019agit, entre autres, de la r\u00e9organisation de la cat\u00e9gorisation des OPCVM afin de mieux refl\u00e9ter les strat\u00e9gies de gestion, la d\u00e9finition des crit\u00e8res d\u2019investissement et de liquidit\u00e9 par type d\u2019OPC, pour une meilleure protection des porteurs de parts et le renforcement du cadre applicable aux Fonds d\u2019investissement Alternatifs (FIA).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Une s\u00e9rie de pr\u00e9sentations ont \u00e9t\u00e9 d\u00e9livr\u00e9es au cours de cet atelier de vulgarisation du nouveau cadre r\u00e9glementaire applicable \u00e0 la gestion collective sur le march\u00e9 financier de l\u2019UMOA, notamment en mati\u00e8re de diversification des instruments financiers. Ces expos\u00e9s assur\u00e9s par M. Dramane DIARRA, Directeur des Acteurs \u00e0 l&rsquo;AMF-UMOA et M. Ga\u00ebtan Parchliniak, Consultant de la Banque Mondiale (J-CAP) ayant accompagn\u00e9 l\u2019\u00e9laboration de l\u2019Instruction n\u00b066\/CREPMF\/2021, relative aux Organismes de Placement Collectif, ont port\u00e9 notamment sur les dispositions l\u2019instruction n\u00b066\/CREPMP\/2021 relative aux OPC et  leurs Soci\u00e9t\u00e9s de gestion, en particulier celles consacr\u00e9es aux OPCR et aux m\u00e9canismes de financement innovants qu\u2019ils permettent de mobiliser. Ils ont \u00e9t\u00e9 suivis de s\u00e9quences d\u2019\u00e9changes avec les participants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019atelier s\u2019inscrit dans le cadre d\u2019une op\u00e9ration de vulgarisation du nouveau cadre r\u00e9glementaire applicable \u00e0 la gestion collective sur le march\u00e9 financier de l\u2019UMOA, mise en oeuvre avec l\u2019appui du J-CAP, un programme conjoint de d\u00e9veloppement des march\u00e9s financiers de la Banque mondiale et de la Soci\u00e9t\u00e9 Financi\u00e8re Internationale (SFI).
